Before its term ends, the government may adopt a policy that allows concessionaires of public-private partnership projects to take advantage of the capital markets, among others, for refinancing. The interagency PPP governing board may approve the policy circular before the takeover of the next administration.
Said policy circular is currently being drafted by the PPP center. It involves the issuance of PPP securities, or the securitization of private-sector partner’s rights to those revenues that rose from the government contract. The PPP center plans on reflecting the proposed policy circular in contracts that cover PPP projects to encourage involved agencies to allow refinancing.
